(4) Accelerate the elimination of backward production capacity. (5) Improve policies and measures to promote industrial restructuring. (6) Actively promote the adjustment of energy structure. Vigorously develop renewable energy, formulate policies and measures to promote the development of renewable energy, and medium- and long-term planning, vigorously develop renewable energy such as solar energy, geothermal energy, biogas, biomass energy, and strengthen scientific research, development and integration of renewable energy and building integration. During the “Eleventh Five-Year Plan†period, the city built 150,000 household biogas, 10 large and medium-sized biogas projects, with an annual output of 77.5 million cubic meters of biogas. The main responsibility of urban sewage treatment facilities and supporting pipe network construction is the local government. It is necessary to actively promote market-based financing, and governments at all levels should increase investment in urban sewage treatment projects. In accordance with the principle of “who pollutes, who governs, who invests, and who benefitsâ€, the company is responsible for the responsibility of pollution control, accelerating the construction of industrial wastewater treatment projects along the South-to-North Water Diversion Project and Haihe River and Xiaoqing River.
